Yes it does matter that you know French if you are listening to a French singer who is singing a song in French. That is why I know the words AND the meaning to Sadness from ENIGMA and can sign the English, Latin and French parts.

And I know the breathing parts and can tell you when to crank the volume up really really loud to hear Sade say “I’m coming”

On the other hand, you do not need to understand German to like some of the songs by Kraftwerk. Any average person can translate robot pretty quickly. You do have to like dance music though.
