United Nations website themes

I was suprised to learn that the United Nations Development Program provides sample themes and web site design along with a UN CSS file to help countries set up a consistent web presence. That is rather neat in the technology age. I do wonder though if there are any countries that use these? Can you be a developing country and need a website? A few points that are missing from the web site are useful tips on the site
- geography
- climate
- census
- travel opportunities
Things that would be useful to business and vacation travellers to these developing nations. The UN’s United Nations Development Council doesnot tell developing countries about the thing on a web site that is more important the a CSS or theme - content.
